362. Deputy Roderic O'Gorman asked the Tánaiste and Minister for Finance the Governments position on draft legislation from the European Commission that will require member states to tax electricity at a lower rate than gas, in a bid to cut consumers’ power bills; and if he will make a statement on the matter. In light of the EU’s rising energy costs amid volatile fossil fuel markets, the EU issued the Communication AccelerateEU in April 2026, which sets out pillars to accelerate the clean energy transition and strengthen the EU’s energy resilience. The framework is also intended to assist in providing immediate relief to consumers facing increased energy cost and sets out five key areas of action.

The Communication states that the Commission will adopt a legal proposal on network charges and taxation to facilitate the transition to a more electrified, more efficient and more resilient energy system that can drive down electricity bills for all consumers. 

Draft legislation from the European Commission in relation to this communication is expected to be published in July 2026 and it will be considered then.
