Deputy Albert Dolan asked the Minister for Agriculture, Food and the Marine whether an invoice can be paid by his Department without an associated purchase order having first been raised; if so, the circumstances in which this may occur; the number and value of payments made during quarter one of 2026 which were not associated with a purchase order; and if he will make a statement on the matter. Invoices can be paid in my Department without an associated purchase order having first been raised. This occurs in the case of certain invoices connected to specific schemes and processed through the relevant system.

 It is important to state that while these invoices do not generate their own purchase order number, they are subject to the same level of scrutiny as other invoices.

 The expenditure on these invoices excluding vat in the first quarter of 2026 was €864,699.05.
