135. Deputy Peter Roche asked the Minister for Transport for an update on the development of the new needs-based, grant-aided vehicle adaptation scheme intended to replace the disabled drivers and disabled passengers scheme; what expansion of eligibility criteria currently linked to the primary medical certificate are being reviewed as part of this process, particularly for individuals with significant disabilities such as loss of sight or hearing who are excluded under the existing mobility-based tests; and if he will make a statement on the matter. The Vehicle Adaptation Scheme (VAS) will operate as a reimbursement scheme, assisting with the additional cost of adapting a vehicle. It is intended that the scheme will be open to drivers and passengers who need vehicle adaptations to enable them to enter, exit, or operate a vehicle, rather than basing eligibility on specific medical diagnoses. Accordingly, a primary medical certificate will not be required for the VAS. It is anticipated that the scheme will be open to applicants in 2027.

It is important to note that the VAS is being developed as a stand-alone scheme and is not intended to replace the Disabled Drivers and Disabled Passengers Scheme. Responsibility for the future of that scheme remains with the Minister for Finance.
