Deputy Sorca Clarke asked the Minister for Transport if his attention has been drawn to the difficulties experienced by some learner driver applicants with literacy challenges when undertaking the driver theory test; the supports and reasonable accommodations available for individuals who have difficulty reading and/or writing leading to difficulty in understanding the test questions; if additional supports are available or being considered; and if he will make a statement on the matter. Under the Road Safety Authority Act 2006, the Road Safety Authority (RSA) has statutory responsibility for all aspects of the National Driving Test Service. Neither I nor my officials are involved in the service at an operational level. Given the RSA's responsibility in this matter, I have referred the Deputy's question to the RSA for direct response. Please contact my office if a reply is not received within ten days.

Pending this response, I am informed that the Driver Theory Test provider offers various options to accommodate candidates who may require special assistance to take their test. Additional supports include a voiceover option whereby the questions and answers are read out to the candidate over headphones. There is also a reader recorder service available whereby a staff member will read the questions and answer options to the candidate and record their answers on screen. Additional time may also be allowed for a candidate to take the test. Other services offered include dyslexia support, professional and Irish Sign Language (ISL) video clips, or ISL interpreters.

As Minister of State for International & Road Transport, Logistics, Rail & Ports, I wish to advise that my Department is currently undertaking a review of the Disabled Parking Scheme.

Individuals with significantly compromised mobility and people who are blind are eligible for the Disabled Parking Scheme. There is no prescribed list of disabilities in relation to eligibility for the Scheme.

EU Directive (EU) 2024/2841 introduces measures to strengthen the mutual recognition of disability entitlements, including the European parking card.

My Department is currently working with the Department of Children, Disability and Equality and engaging with key stakeholders, including the issuing bodies for the Disabled Parking Scheme, the Irish Wheelchair Association (IWA), the Disabled Drivers Association of Ireland (DDAI), and local authorities and An Garda Síochána, The Department is also engaging at EU level on the development of technical specifications and enforcement measures.

While the current Disabled Parking Permit Scheme already provides a strong basis for compliance, further legislative and administrative adjustments will be required to align with the Directive. My officials are undertaking a detailed legal and operational review, to identify necessary legislative amendments and updates to processes, including permit design and enforcement provisions, to evaluate the Directive’s requirements and ensure its effective transposition into Irish law within the prescribed timeframe.

As a commercial semi-state body, Córas Iompair Éireann (CIÉ) are responsible for the provision of pension schemes for their employees under the Transport Act, 1950 and Transport (Re-Organisation of Córas Iompair Éireann) Act, 1986.

Decisions regarding the administration of pension schemes are ultimately a matter for the CIÉ Board as informed by actuarial advice and are subject to requirements imposed by statute and scheme rules.

The regulation of the small public service vehicle (SPSV) industry is a matter for the independent transport regulator, the National Transport Authority (NTA), under the provisions of the Consolidated Taxi Regulation Acts 2013 and 2016. I have no role in the day-to-day operation of the SPSV sector.

There are two statutory bodies involved in the SPSV driver licensing process; the NTA and An Garda Síochána (AGS). As set out in section 6(2) of the Taxi Regulation Act 2013, AGS is the driver licensing authority for SPSVs in Ireland and is responsible for:

• Vetting applicants to assess their suitability by conducting background checks, with its enforcement counterparts, in all areas in which the applicant has lived.

• Administering applications received.

• Where appropriate, granting and renewing SPSV driver licences.

The NTA is responsible for:

• Administering the SPSV Driver Entry Test.

• Processing SPSV driver licence fees.

• Issuing the SPSV driver identity and display cards, on receipt of the SPSV Driver Licence from An Garda Síochána.

• Maintaining the SPSV driver and vehicle licence register, together with the Driver Check App.

From an analysis carried out on driver licence issuance in the first half of 2025, the average waiting time between a candidate passing their SPSV Driver Entry Test, to having their driver licence issued, was 15 weeks for Dublin and 13 weeks for the rest of the country. However, given the level of vetting carried out by AGS, timelines can vary widely. Any concerns that you may have in relation to the procedures followed by AGS when assessing SPSV applications, can be addressed to the Commissioner of AGS, or to my colleague, the Minister for Justice.

As Minister for Transport, I have responsibility for policy and overall funding in relation to public transport. The National Transport Authority (NTA) is leading the development and rollout of strategic park and ride sites nation-wide through the Park and Ride Development Office (PRDO).

Pending this more detailed response, the Programme for Government commits to working with local authorities and relevant agencies to develop affordable Park and Ride facilities on the outskirts of major towns and cities.

The NTA established the PRDO in February 2020 to enable and advance the delivery of strategic Park & Ride sites in collaboration with Local Authorities and transport agencies across all regions of the State by providing full time specialist resources on these projects. The Park and Ride Strategy envisages the development of up to five bus-based strategic Park and Ride sites in Galway, three for initial development and two for future development, and the expansion of rail-based Park and Ride site at Oranmore station.

However, due to recent progress made in installing electric charging guns in depots, buses currently in storage will enter service across the remainder of 2026 and early 2027. Moreover, the NTA will shortly finalise a procurement framework with suppliers of bus charging infrastructure to expedite future installations across the country.

Under the Dublin Transport Authority Act 2008 and the Public Transport Regulation Act 2009, the Oireachtas assigned statutory responsibility to the National Transport Authority (NTA) for promoting the development of an integrated, accessible public transport network and public transport infrastructure. The NTA in turn works with the relevant public transport operators, for example Iarnród Éireann, who have responsibility for day-to-day operational issues, to progressively make public transport accessible.

Under the Dublin Transport Authority Act 2008, the National Transport Authority (NTA) has statutory responsibility for the provision of public transport infrastructure and services within the Greater Dublin Area, including the BusConnects Dublin programme.

Pending this more detailed response, I note that BusConnects Dublin is a transformative programme of investment in the bus system, with the aim to provide better bus services across the Greater Dublin Area. Following on from three rounds of public consultation which concluded in 2020, new bus services in Dublin have been delivered, with the first seven phases of the Network Redesign rolled out in recent years.

The most recent phase, Phase 7, which commenced in October 2025, saw the introduction of the F Spine connecting Finglas to Tallaght. The redesign of the entire network, including the B Spine, connecting Blanchardstown Shopping Centre to UCD via the City Centre, will continue in the coming years, subject to funding and resources.

The NDP Sectoral Investment Plan, which was published in November last year, has allocated funding to progress BusConnects Dublin. The NTA will publish a more detailed plan later this year of what elements of the programme will be advanced within the funding available.

In Dublin, the major infrastructure element of BusConnects comprises twelve Core Bus Corridors. These Corridors aim to provide over 200km of enhanced bus and cycling infrastructure in Dublin, making bus journeys a faster and more reliable choice and cycling a safer choice

An Coimisiún Pleanála has approved all 12 Core Bus Corridor planning applications. Legal proceedings are ongoing in relation to a number of schemes, including the Blanchardstown Core Bus Corridor.

The National Sustainable Mobility Policy (SMP) is the Government's strategic framework to 2030 aimed at reducing transport related emissions and curbing private car dependency by promoting walking, cycling and public transport.

To meet national and international climate obligations, the SMP established performance indicators, including a 50% increase in daily active travel journeys. The primary source of data available on active travel journeys is through the National Household Travel Survey (NHTS) which is carried out on an annual basis. As such, the most effective means of measuring progress in delivering this target is through measuring the increase in mode share for active travel journeys.

It has been calculated that it will be necessary to reach a mode share of 28% of journeys taking place through active means by 2030 in order to achieve the target of a 50% increase in daily active travel journeys. The NHTS showed that the mode share in 2024 was 20%. Figures for the 2025 NHTS are not yet available.

Public Transport

Pending this detailed response, I note that the NTA's Next Generation Ticketing project will provide for an upgraded ticketing system to facilitate a variety of payment methods on public transport services, including bus services. Fundamental to this project is a transition to an 'Account Based Ticketing' scheme incorporating mobile and card-based payments.

Following a competitive procurement process, in April 2024 the NTA awarded an overall framework contract for the design, supply, installation and operation of a new multi-modal ticketing system. The successful tenderer has designed, installed and operated similar systems internationally.

The Programme for Government commits to rolling out contactless fare payments on all public transport and to keeping fares low and affordable. The new solution will replace the Leap Card system, which has served over 9 million users since its 2011 launch but is now nearing end-of-life.

A multi-phase plan has been prepared. In Phase 1, is targeted for completion by summer 2027, the new ticketing system will be developed, which will include integration with existing Leap cards so that Leap cards can be used on the new equipment.

Phase 2 will see the rollout of devices on bus and Luas services in the Greater Dublin Area, while Phase 3 will similarly see the rollout of devices and turnstiles at all Irish Rail stations in the Greater Dublin Area. To ensure the operability of the 90-minute multi-modal fare within the Greater Dublin Area, Phase 2 and Phase 3 will go live simultaneously, with a current target date of summer 2028. From this point, public transport users in the Greater Dublin Area will be able to use contactless payment across all modes.

Following this, Phase 4 will roll out ticket machines and devices on commuter buses and regional services beyond the Greater Dublin Area.

Separately, the NTA is actively rolling out contactless payments across TFI Local Link services, allowing passengers to pay for single journeys via debit/credit cards, Apple Pay, and Google Pay. The system is being deployed across all 15 TFI Local Link offices, with full completion expected by the end of 2026. Already this year, contactless payment fares have been rolled out in Laois, Offaly, Mayo, Sligo and Leitrim.
