Deputy Paul Murphy asked the Minister for Housing, Local Government and Heritage the timescale for merging social and cost rental housing over time to form a single affordable rental sector, based on the principle of cost recovery as referenced in Delivering Homes, Building Communities; and if he will make a statement on the matter. Amharc ar fhreagraThe new housing plan, Delivering Homes, Building Communities, commits to implementing a pathfinder project to inform the policy, legislative and financial reforms needed to allow for due consideration to be given to the Housing Commission recommendation to merge social and cost rental housing over time to form a single affordable rental sector, based on the principle of cost recovery.
Following a consultation period in the second half of 2026, it is anticipated that Terms of Reference to deliver on this project will be agreed and this pathfinder project will be progressed.
