140. Deputy Malcolm Byrne asked the Minister for Housing, Local Government and Heritage to provide an update on proposals to provide for developer led water and wastewater infrastructure to allow for the construction of homes. [47896/26]

In March 2026, the Government approved a new Developer-Led Infrastructure (DLI) initiative for wastewater services to support housing delivery in areas where wastewater constraints are impacting development.

Under the initiative developers may, subject to agreement with Uisce Éireann, finance and construct wastewater infrastructure to Uisce Éireann standards. On completion, the infrastructure is transferred to Uisce Éireann for operation and maintenance.

The DLI initiative is intended to accelerate housing delivery, particularly in towns and villages where wastewater constraints have delayed development, while complementing Uisce Éireann’s ongoing investment programme.

Uisce Éireann, in consultation with relevant statutory bodies, has focused on delivery, developing supporting procedures and guidance.

Uisce Éireann have put in place arrangements to manage developer engagement, including a structured pre-connection process and ongoing technical engagement on proposed developments.
