Deputy Liam Quaide asked the Minister for Health whether the HSE has put in place a formal knowledge-transfer and capability-building plan as part of a strategic partner contract (details supplied) for the National Electronic Health Record Programme; the parts of the work under the contract that are intended to build permanent expertise within the HSE; whether the personnel are required to work exclusively on this programme during contracted days; the steps being taken to avoid long-term dependence on external consultancy firms for the delivery of the National Electronic Health Record; and if she will make a statement on the matter.
