184. Deputy Barry Heneghan asked the Minister for Public Expenditure, Infrastructure, Public Service Reform and Digitalisation to clarify the respective responsibilities of his Department, the National Shared Services Office and individual public service employers in implementing the local bargaining increment skip measures for retired public servants and processing revised pension and retirement lump-sum entitlements; and if he will make a statement on the matter. The National Shared Services Office (NSSO) provides HR, pension and payroll services to its client Public Service Bodies (PSBs) under service arrangements entered in accordance with the National Shared Services Office Act 2017.

In its role as a shared service provider, the NSSO implements payroll-related measures, including local bargaining increment skip arrangements, for retirees where directed by the Department of Public Expenditure, Infrastructure, Public Service Reform and Digitalisation.
