Ireland's whole-of-Government response to the challenges of climate change has been embedded in annual cross-sectoral Climate Action Plans since the first Plan in 2019. These include cross-sectoral actions, as well as commitments by individual Government Departments and Agencies, with a focus on the achievement of Ireland's domestic and international emission-reduction commitments.
While the health sector does not have an emissions ceiling or a carbon budget, its actions and commitments under the Climate Action Plan process have both supported cross-sectoral efforts at reducing Ireland's carbon footprint and begun the process of reducing the health impacts of climate change. In addition, the sector is covered by Ireland's public sector climate action mandate obligations in relation to energy efficiency and energy usage.
The relevant actions under each Climate Action Plan, and an implementation update, are set out in the attached table.
Health sector climate action is also supported by both the HSE Climate Action Strategy 2023-2050, and the Health Sectoral Adaptation Plans which cover the periods 2019-2024 and 2025-2030.
