Deputy Aindrias Moynihan asked the Minister for Enterprise, Tourism and Employment the total level of Exchequer expenditure allocated to supporting foreign direct investment, relative to expenditure allocated to indigenous enterprise supports in 2025; the projected balance for 2026; the rationale underpinning this allocation; and if he will make a statement on the matter. My Department supports foreign direct investment and indigenous enterprise through a number of subheads in the ETE Vote. Exchequer expenditure allocated to the A.5 IDA Ireland Subhead to support foreign direct investment amounted to €283.084 million as per the 2025 published REV. A number of subheads support indigenous enterprise, namely Enterprise Ireland through subheads A.7 and B.4 and Local Enterprise Development through subhead A.8. Exchequer expenditure allocated to Enterprise Ireland (subheads A.7 and B.4) was €383.639 million and expenditure allocated to Local Enterprise Development was €56.797 million as per the 2025 published REV.

The Deputy will be aware that decisions in relation to the funding allocated to Government Departments and their Agencies are determined through the annual budgetary and estimates process. In relation to 2026, IDA Ireland have been allocated exchequer expenditure of €297.204 million in the REV. Enterprise Ireland (subheads A.7 and B.4) have been allocated exchequer expenditure of €406.552 million and Local Enterprise Development have an exchequer expenditure of €60.281 million.

There are also a range of other subheads that support innovation, tourism and access to finance which contribute to supporting indigenous enterprise and foreign direct investment.

The supports offered by my Department continue to create and sustain high quality enterprise and employment across all regions of the country by supporting a strong indigenous enterprise base, the continued attraction of foreign direct investment and a strong entrepreneurial culture.
