Deputy Carol Nolan asked the Minister for Climate, Energy and the Environment if he has evaluated the concerns of the liquid fuel sector that the proposed obligation rates in the forthcoming renewable heat obligation scheme are too low to have any impact in reducing carbon emissions. 112. Deputy Carol Nolan asked the Minister for Climate, Energy and the Environment if he is aware that the obligation rates proposed in the forthcoming renewable heat obligation scheme will see no additional low carbon liquid fuel being used for home heating. [64739/26]

I propose to take Questions Nos. 110 and 112 together.

Decisions made in relation to the Renewable Heat Obligation (RHO) scheme design, including initial obligation rates and level increases as the scheme progresses, were based on a full examination of the scale of obligation required to meet Ireland’s renewable heat targets, and encompassed extensive engagement with key industry stakeholders, including the liquid fuel sector. The scheme is considered appropriate and effective to support market participation and achievement of our energy and climate targets.

Priority drafting of the RHO Bill is now at an advanced stage and nearing completion. Once finalised, I intend to submit the final scheme to Government for approval and priority publication as part of the Autumn legislative programme.
