SIPTU members employed in St Joseph’s Centre, Shankhill voted in favour of a proposal put forward by the Workplace Relations Commission (WRC) on 7th August bringing an end to this long-running dispute over pay and grading.

I welcome this decision and acknowledge the commitment shown by both parties in maintaining a constructive working relationship and hope that the progress made will continue to support a positive outcome for staff, residents, and their families.

The State Claims Agency has a statutory remit to manage personal injury and third-party property damage claims on behalf of State authorities.

As at 01/09/2026, the State Claims Agency has 37 ongoing claims relating to Thalidomide containing medication.

The total amount paid in respect of ongoing and finalised Thalidomide claims during the period from 01/01/2018 to 01/07/2026 is €824,913. This amount includes damages, agency legal and other costs, and plaintiff legal costs, and is inclusive of VAT.

Affordable access to medicines is a priority for the Government. Supported by €158 million of funding in Budgets 2021-2025, the State delivered access to 250 new medicines. Budget 2026 allocated €217 million additional investment in medicines, including €30 million in funding for new medicines. This has, as of August 2026, delivered access to 40 new medicines.

The Year 1 cost of a new drug comes from the allocation for new medicines, but it should be noted that once these medicines are approved for reimbursement the full cost of providing them can reach multiples of this initial cost as their uptake increases.

There are a range of health supports available for patients with asthma under the GMS Scheme (Medical Cards) and the Drugs Payment Scheme (DPS) which reduce the cost of asthma medicines, including Maintenance and Reliever Therapy (MART) combination inhalers.

The HSE has statutory responsibility for medicine pricing and reimbursement decisions under the Health (Pricing and Supply of Medical Goods) Act 2013. The HSE has added a number of MART inhalers, combining inhaled corticosteroids (ICS) and long-acting beta-2 agonists to the reimbursement list for eligible patients in Ireland, including:

Medicines on the reimbursement list for medical card holders are available free from a pharmacist on payment of the statutory prescription charge, while under the Drug Payment Scheme (DPS), no individual or family pays more than €80 a month towards the cost of approved prescribed medicines.

In addition, individuals may also be able to claim tax relief on their medicines expenditure at the standard rate of 20%.

Consideration of any future changes to the eligibility for medicines will be made in the context of current healthcare priorities and the budget available.

The State continues to invest in making asthma medicines affordable for patients with over €100m in expenditure per annum within the community, new and innovative treatments continuously being added to the reimbursement list, and a suite of measures in the new Framework Agreements on the Supply and Pricing of Medicines to strengthen affordability and availability across the coming years.

As Minister for Health, I am responsible for the legislative framework governing the private health insurance market in Ireland. This is a voluntary market that operates under the core principles of community rating, open enrolment, lifetime cover and minimum benefit.

Under the Health Insurance Act 1994 (Minimum Benefit) Regulations 1996, insurers are required to provide a minimum level of cover to every insured person, regardless of the policy they hold. Private health insurers operate as commercial entities within a competitive market, and where a procedure or service is not designated as a minimum benefit under the Regulations, insurers may determine themselves whether to include it on particular plans.

Decisions regarding medicines funded under private health insurance policies outside the Regulations are commercial matters for the insurers concerned. Beyond the scope of these Regulations, I have no statutory role in the commercial decision-making of private health insurers.

As Minister for Health, I am committed to supporting our cancer screening programmes, which are a vital component of our health services. They enable early treatment and care for many people, thereby improving the overall health of our community.

BowelScreen, the national bowel screening programme, invites men and women aged 57–71 to take a free at-home screening test. The Programme for Government commits to extend the BowelScreen cancer screening programme.

In terms of progress, BowelScreen has been successfully extended to five additional age cohorts since 2023, with the most recent extension being completed in April 2026 (to include those aged 57 and 71).

Additionally, in April 2026, I approved a recommendation from the National Screening Advisory Committee (NSAC), the independent expert group that considers proposed changes to Ireland’s screening programmes, on the proposed extension of BowelScreen to those aged 50–54.

The full extension of BowelScreen to those aged 50-74 remains a key ambition of mine. However, this will take a number of years to complete, in order to ensure that there is sufficient capacity in the health system to diagnose and treat those who receive a positive screening result in a timely manner.

Finally, it should be emphasised that population-based screening programmes are for people without symptoms. If anyone becomes aware of symptoms, or if they have concerns or worries, they should contact a medical professional.

Covid-19 Pandemic

Managers in the HSE have been advised to look favourably at CIP applications. The HSE have established a Working Group to assist affected staff in their recovery and, where possible, their return to work, including through appropriate workplace measures and phased returns. Its work includes monitoring decisions on Critical Illness Protocol applications and following up on cases where applications have been refused. The group met all HSE Regions between 28 and 31 July to reinforce the need to assist affected staff appropriately and ensure that eligible staff receive support under the Protocol. Further meetings are due to take place with each Region during September. The Department will continue to engage with the HSE Working Group.
