Dublin Airport's aircraft noise management arrangements are based on the International Civil Aviation Organization (ICAO) Balanced Approach and operate within the framework established by Regulation (EU) No. 598/2014 on the introduction of noise-related operating restrictions at Union airports. As the Deputy will be aware, the Aircraft Noise (Dublin Airport) Regulation Act 2019 established an independent aircraft noise regulatory regime in Ireland and provides for the implementation of Regulation 598/2014 through the Aircraft Noise Competent Authority (ANCA).

The noise abatement procedures in place at Dublin Airport are consistent with the requirements of Regulation 598/2014 and the broader European environmental noise framework. Within this framework, Dublin Airport employs a range of internationally recognised noise mitigation measures, including Noise Preferential Routes (NPRs), Noise Abatement Departure Procedures (NADPs), Continuous Descent Operations (CDO), Continuous Climb Operations (CCO) and preferential runway use. Together, these measures are designed to minimise the impact of aircraft noise on surrounding communities while maintaining the safe and efficient operation of the airport.

Accordingly, Dublin Airport's aircraft noise procedures are fully aligned with established European and international best practice.
