Deputy Pa Daly asked the Minister for Transport if the National Transport Authority considers it has sufficient statutory powers to impose licence conditions relating to tax-compliance arrangements between dispatch operators and drivers; and if not, the legislative amendments would be required to provide such powers. Deputy Pa Daly asked the Minister for Transport the tax compliance checks undertaken by the National Transport Authority before granting, renewing or maintaining a dispatch operator licence; whether licensed dispatch operators are required to demonstrate that their Irish tax affairs are fully up to date; and if he will make a statement on the matter. I propose to take Questions Nos. 62, 63 and 66 together.

The regulation of the small public service vehicle (SPSV) industry is a matter for the independent transport regulator, the National Transport Authority (NTA), under the provisions of the Consolidated Taxi Regulation Acts 2013 and 2016. I have no role in the day-to-day operations of the SPSV sector.

Matters in relation to tax compliance are the responsibility of my colleague, the Minister for Finance, and the Office of the Revenue Commissioners. I have no role in personal or business taxation issues. I understand, however, that before an SPSV driver licence, vehicle licence, or dispatch operator licence is granted, the applicant must ensure that their tax affairs are up to date.
