Deputy Malcolm Byrne asked the Minister for Rural and Community Development and the Gaeltacht the systems in place to agree performance metrics of Chief Executives of agencies within the aegis of his Department; the way in which these are measured; the person or body that carries out the assessment; and if he will make a statement on the matter. Amharc ar fhreagraThere are eight agencies under the remit of my Department: An Coimisinéir Teanga, the Charities Regulator, Foras na Gaeilge, Pobal, Údarás na Gaeltachta, the Ulster-Scots Agency, Water Safety Ireland, and the Western Development Commission. They all are independent legal entities responsible for their own operational matters.
In line with the Code of Practice for the Governance of State Bodies, the Board of the agency is responsible for holding the CEO and senior management to account for the effective performance of their responsibilities. Furthermore, the assessment of the performance of the CEO is a matter for the Board.
My Department places a strong focus on agency governance. Each of the agencies complete detailed annual checklists which set out their compliance in relation to all relevant governance and statutory obligations. In addition, the management board of my Department meets regularly with the Chairs and CEO’s of our agencies which provides an opportunity to discuss issues including governance issues.
