491. Deputy Barry Ward asked the Minister for Public Expenditure, Infrastructure, Public Service Reform and Digitalisation the position regarding any mechanism in place within his Department that allows for civil servants to transfer an equivalent role within the European Union on a permanent basis, without negatively impacting their pension and other employment rights; his views on the merits of such a scheme; and if he will make a statement on the matter. The Civil Service provides for permanent mobility within the system through the Civil Service Mobility Scheme, which supports the transfer of civil servants to equivalent roles across Departments and Offices of the Irish Civil Service only.  

Where a civil servant wishes to take up a permanent appointment within the European Union, the Officer must resign from the Irish Civil Service, with future pension entitlements considered separately in accordance with the relevant pension arrangements.
