619. Deputy Pearse Doherty asked the Minister for Education and Youth to outline any schools other than community and comprehensive schools that are covered by State indemnity; or if his Department pays the insurance due to owning the building; the number and cost of any such arrangements; and if she will make a statement on the matter. There are 390 schools on Minister-owned sites which are covered by State indemnity. Of these 297 are not community and comprehensive schools. However, the full cohort of 390 schools located on Minister-owned property falls under the State indemnity arrangement.

The Department does not require Boards of Management of schools on Minister-owned property to hold buildings insurance as the principle of State indemnity applies.

As set out in the Governance Manual for Boards of Management of Primary Schools, Boards of schools on Minister owned sites are required to put in place appropriate insurance cover, including public liability, contents, and employers’ liability insurance.
