663. Deputy Malcolm Byrne asked the Minister for Housing, Local Government and Heritage the mechanisms in place in his Department to ensure delivery on the commitments in the Programme for Government; the civil servant specifically responsible for overseeing such delivery; the measures that are used to assess progress; and if he will make a statement on the matter. The following deferred reply was received under Standing Orders.
Delivery of Programme for Government commitments within my Department is supported by established governance and performance arrangements.
Overall responsibility for overseeing delivery rests with the Secretary General of the Department, who is supported by senior officials and the Management Board. The individual commitments within the Programme for Government are assigned to the relevant divisions and business units for implementation.
My Department’s Statement of Strategy provides the extensive framework for setting out the Department's commitments under the programme for government. It outlines how the Department will deliver meaningful and measurable outcomes for people and communities across Ireland, in the areas of housing, local government, planning, water services, climate action and heritage, through a number of high-level strategic goals and joined outcomes. Progress is monitored on an ongoing basis through the Department’s established governance and reporting arrangements. I chair the Department’s monthly Ministers Management Board meetings which includes Ministers of State Cummins, O’Sullivan and O’Donnell and the members of the management board. I receive a detailed monthly update report which provides a comprehensive update on the status of Programme for Government commitments and highlighting progress.
I am satisfied that these arrangements provide a robust framework to ensure delivery, oversight and accountability in respect of Programme for Government commitments.
A detailed report on this continued progress was compiled in May 2026 and is provided in tabular format accompanying this reply.
