318. Deputy Ken O'Flynn asked the Minister for Transport if provision is made for a refund or other compensation in circumstances where a person is unable to declare a vehicle off the road due to delays in the processing of a change of ownership application. [45659/26]

As Minister of State for International & Road Transport, Logistics, Rail & Ports, I wish to advise that the Department’s online change of vehicle ownership services, available at www.vehicleservices.gov.ie/cvo allows real-time transfer of vehicle ownership between private vehicle owners. Timelines may vary for vehicle owners who choose to submit their Vehicle Registration Certificate by post. The average processing time for offline change of ownership for the first 5 months of 2026 was 7.86 calendar days from date of receipt in our office to date of issue. After purchasing a new or second-hand untaxed vehicle the vehicle owner has 21 days after the purchase date to declare the vehicle off the road.

The circumstances in which refunds of motor tax can be made are set out in legislation.
